His Excellency the Prime Minister

In reference to letter number 1091, 6 Shahrivar 1323 [28 August 1944], which included the deciphered transcript of the encrypted telegraph from the Department of Roads & Highways of Shahroud, I would like to inform you that on 10 Mordad 1323 [1 August 1944], the governor of Shahroud suggested relocation of Sheidani, the head of accounting at the Department of Roads of Shahroud. However, when the ministerial inspector was sent to that locality and further enquiries were made, it became evident that as a result of recent events, the above-mentioned individual, together with a number of other Baha’i residents in Shahroud, had already escaped from Shahroud.
