Honourable Prime Minister,

At various meetings with the consul general of the Soviet Union, we have repeatedly received expressions of his concerns over religious incitement against the Baha’is among the masses, which will cause sedition and social disorder, ending in turmoil. In each case we have regularly responded with assurances of our diligence in taking necessary proactive steps which, due to our various careful undertakings, have, until now, had good results.  

On 11 Shahrivar [2 September] of this month, Mr. Abramov, the consul general of the USSR, informed me that printed fliers, with a known signature, intended to [incite] the public against the Baha’is, were dispatched from Tehran and distributed in Mashhad. He expressed great concern over this news and requested that a stop be put to such activities to keep peace and security in the area. A proper response was given, in order to remove his worries.

According to the police report, it became evident that some fliers have recently arrived—a copy of one is attached.  It is not necessary to stress the effects such papers can have in Mashhad, especially during the month of Ramadan, when mosques and pulpits are busy everywhere, and the holy Shrine is crowded with pilgrims.   

Clearly, expressions of different political views and the religious opinions that are common in the newspapers, and even the unusual opinions expressed on such fliers, are free and not questioned. However, the Ministry of the Interior has forbidden religious incitement and has emphasized the need to repress it in its confidential telegram number 392 of 24 Mordad 1323 [15 August 1944].

To complete this report, a copy of the above-mentioned confidential telegram number 392 of the Ministry of the Interior, and a copy of our telegram number 109 – 27 Mordad 1323 [18 August 1944] in response, are attached. After comparing and analysing their contents with the content of this report, please inform us of your decision so that our position will be clear, and the consul general of the USSR can be informed of the stance of the government.
