Confidential Circular

According to the recent information, there are usually government agents and employees among the Baha’i propagators and their leaders, whose intervening actions in towns cause sinister happenings. As per Article 8 of the Public Services Employment Act, it is absolutely prohibited to have political views in administrative affairs and to propagate against the official religion of the country and/or against the national government; it is a cause for dismissal. Therefore, it is appropriate that you issue orders for taking strict action to prevent religious propagation by the government agents and employees of that ministry, and in case of disobedience, deal with them according to the regulations stipulated in the law.
