All Ministries, Organizations, Governmental Institutions, Islamic Revolutionary Agencies, and Governorates General throughout the Country
According to incoming reports from executive Officials, there is no unified system [for dealing] with the Perverse Baha’ism Sect; nevertheless, with the approval of the respected President of the Republic, it is necessary for all Ministries, Organizations, Governmental Institutions, Islamic Revolutionary agencies, and Governorates General throughout the Country to apply the following strategy as the official policy of the Government:
Deal decisively with individual spies in accordance with the [relevant] laws and regulations, and on other matters, citizens from any belief are to be treated as ordinary citizens and be given the appropriate rights as set out in the last section of Article 23 of the Constitution. Regarding their beliefs, a “policy to guide them [to correct path]” needs to be observed. None of the authorities and officials of the Iranian Islamic Republic Regime has the right to deprive any individuals whose [alleged] crimes of espionage or deprivation of social rights have not been upheld by legal authorities and who have not been subject to any court orders issued against them of their legal and social privileges.
According to Article 13 of the Constitution, Iranian Zoroastrians, Jews, and Christian are the only religious minorities [recognized] under the law, free to practice their religious rites and in their personal affairs and religious education draw on the principles of their own beliefs.
