Pursuant to [letter] number 4170 – dated 13 Esfand 1322 [4 March 1944] -- regarding the activities of Sheikh Mohsen Vaez, you are hereby [once again] ordered to demand an urgent investigation of these recent events, as you had been directed previously to do, to scrutinise the matter and the history of the activities of the above-mentioned individual, who incited the crowd to riot; [we are] awaiting your report so that instructions can be issued for an appropriate course of action.
