On 13 Tir 1323 [4 July 1944], circular number 744 was confidentially and directly addressed to the ministers, [conveying] that, based on the information received, there are often government authorities and employees who are Baha’i teachers and leaders, and whose activities and interference in cities cause undesirable results. Based on the National Employment Act, their teaching efforts should be seriously prevented. Now, a letter has been received from the Baha’i Assembly that includes the exact confidential circular from the Office of the Prime Minister. It is not clear how they acquired it. A copy of the letter and the circular are enclosed for you to issue orders to have the matter investigated by the relevant authorities and inform us of the result at the earliest convenience.
