Description of the complaint and the requests: Honourable Chief Magistrate of the Court of Administrative Justice,

With greetings, I, Hadieh Fallah, hereby convey that I participated in the National Entrance Examination for the 1386 [2007/2008] academic year. When checking for the results on the Web site of the Education Measurement and Evaluation Organization (EMEO), I noticed that [the phrase] “incomplete file” was written under my name, even though I was never informed of any kind of problem with my file by this organization and my papers were all complete. I made every effort to contact this organization in order to correct any problem regarding my documents, but unfortunately the organization did not make any effort to assist me in resolving this problem, and it even refused to provide me with any written reply. This continued until the deadline for registration for university passed. Consequently, I lost my opportunity to enter university and continue my education.

Considering the fact that the EMEO assists all students to complete their applications, ensuring that all necessary documents are correct, and if there is a problem in any of the papers the candidate is notified and asked to complete them and if the required documents are not complete the final identification card is not issued to the candidate, thus preventing him from taking the Entrance Examination, it is interesting that I was issued a card and was able to take the Entrance Examination.  Now, what was meant when, during the announcement of the test results, it was stated that I had an incomplete file? 

Keeping in mind the above-stated points and the fact that the actions of the EMEO are against the law and a clear violation of my rights, and in contradiction with paragraphs 3, 4, 9 and 14 of Articles 3 and 30 of the Constitution of the Islamic Republic, sections 26 and 27 of the Universal Declaration of Human Rights, section 120 of the International Covenant on Economic, Social and Cultural Rights, and section 26 of the International Covenant on Civil and Political Rights, I therefore strongly oppose this decision and seek justice from the honourable Chief Magistrate of the Court of Administrative Justice, requesting to receive my grades and, finally, the right to enrol in university in order to continue my education.
