In the Name of God, the Merciful, the Compassionate


With all my respects I hope that, God willing, you are enjoying perfect health. I am bringing to your attention some communications have been received [recently] from the clerics of Shahroud. The very unfortunate event in that city might become even more serious or also affect other areas. Serious and effective action needs to be taken by the authorities. The inhabitants of Sangsar have unscrupulous history in this regard. You certainly know all about it.  As it appears, they, fundamentally, started this blaze. They must definitely be punished and firmly prevented [from such further actions]. I do not know what would be the effective action to be taken by government, but whatever it may be, action must be taken immediately. If any steps have already been taken in this respect, please let me know. No more to say,
