His Excellency the Prime Minister,

As you may have noted from the reports received, on 17 Mordad of the current [year 1323] [August 1944], as a result of a demonstration attributed to the Baha’is of Shahroud, public unrest and turmoil occurred, during which four people, one of whom was Mr. Naderi, the head of the Tobacco Company, were murdered. In the opinion of this ministry—should you find it appropriate— a delegation consisting of the representatives of the ministries of Justice and the Interior and Finance, on behalf of the National Investigation Organization, should be [sent] to the area to investigate the incident.
