Esteemed Director of the Department of Health in the western area of Tehran


At a time when our beloved country is suffering from a shortage of physicians and medical professionals, and to compensate for this shortage it has had to reach out to foreign countries for assistance, you have taken action to issue Announcement number- 2/43545, dated 20 Bahman 1359 [9 February 1981], ordering my expulsion from service at the Department of Health.  We had previously discussed this matter in person, and I had presented you with a copy of the objection to Memorandum 7560 of the respected Minister of Health based on the fact that it is illegal.  Nevertheless, you too, contrary to Islamic and medical principle, the existing standards of the Quran, and Articles 22, 23, 28, and 29 of the Constitution of the Islamic Republic of Iran, relying solely on Article 6 of the Employment Code of the Social Insurance Organisation—which can in no way legitimize such an announcement (because my guilt has not been stated or proven by any appropriate court, such an action being under the purview of the judiciary; and your reliance [on Article 6] without any such court order is tantamount to violating my rights and disregarding the Constitution)—have undertaken to issue the aforementioned Announcement and similar statements, and have ordered the expulsion of individuals who have spent all their lives in sincere service to this sacred country and its Muslim people, and whose only guilt is that they believe in the one true God and His messengers, and have no aim except service to the world of humanity.  I consider the issuance of the aforementioned order to be illegal and, while expressing my objection, request that it be annulled.
