Ministry of the Interior,

From the beginning of the month of Muharram in Najafabad, some rioters, with already prepared plans and without considering the present sensitive situation—where peace and tranquillity and even absolute unity is imperative—,are causing inconvenience every day by bothering, beating and injuring a number of innocent people in the name of religion. Yesterday, they killed an individual and today injured another one by assaulting him with a knife; he is on the verge of death.

The local authorities act negligently and avoid preventing such incidents. As a result, tumult and revolt is on the rise and more dangerous [incidents] are in the process of happening. As we do not have physical and material security, we are imploring and pleading with you to firstly, according to the law, have the perpetrators punished and root out this plotting, and secondly, provide the means for these oppressed ones to enjoy peace of mind.
