As some of the residents of Kata and eight of the surrounding villages have informed us, and based on the attached complaint, some opportunists in the name of religion, and with the excuse that these people are Baha’is, have surrounded the Baha’is and have not even let them graze their sheep [cattle] in the fields. Some of them are without a home, and are currently just wandering in the fields.  Please issue an order that a group be sent to this area for investigation. Considering that these actions are contrary to religion and Islamic Revolutionary ways, please look into their complaints as soon as possible, ensure their safety, and secure their settlement at their residences by observing precise legal measurements and religious standards. Please stay away from all kinds of unnecessary and illegal actions that [may be] implemented against them.
