Please submit to His Honour the Prime Minister,


I appeal for speedy [action and] prevention of further Shahroud’s revolt. Its deterrence requires an immediate decision and appropriate orders to be issued today.  If that is not possible, send an armed force, at least one hundred gendarmes and fifty able detectives from the Police Force, as soon as possible, in order to arrest the agitators of the revolt and banish them away. Otherwise the whole city will burn in the fire of unrest and sedition, and people will be desperate and will resort to other means.


I would like to request a meeting with His Honour on Saturday at 10:00 am.
