His Honour, the Prime Minister,

Referring to letter number 1629, dated 14 Aban 1323 [5 November 1944], containing a copy of the coded telegram from Miandoab regarding the [inflammatory] activities of Seyyed Mohammad Vahid[i] Shabestary against the Baha’is, I respectfully submit that a report had previously been received about this matter from that police headquarters. Also with regard to the mentioned person (and three other inhabitants of Marand) who travelled there from Qom and were openly engaged in publicity and propagation, it is suggested that they return to their original place. A copy of the report already received through letter number 8784/7232, dated 12 Mehr 1323 [4 October 1944], has been submitted to the Ministry of the Interior. To prevent any unfortunate event, necessary instructions have been issued to the relevant police headquarters. At present, the opinion of the police headquarters concerning the prevention of the return of that Seyyed Mohammad, [communicated in a] coded telegraphic communication, has been approved. It is requested that you instruct whatever actions that should be taken on this matter to be conveyed.
