Following the telegraph of 22 Bahman[11 February], for the second time, the head of the Court of Damghan, instead of investigating the truth and adjudication, has unmercifully joined hands with the anarchists, [who] have grouped themselves, taking the Baha’i Faith as a pretext and an excuse, and their provocations will produce numerous murders and looting of innocent people. Pleading for your immediate instructions for investigation.
