Head of the Office of the Prime Minister,

In answer to the confidential letter of 4/1798, 17 Shahrivar 1326 [9 September 1947], kindly see the following: As soon as the copy of the letter number 4/1697, which had been dispatched through the Ministry of Agriculture, was received,a thorough investigation was carried out. As a result, it became clear that the said report, in relation to the Faculty of Agriculture, is completely tarnished with private motives and is totally far from any truth. From the time when the university took charge of that faculty, there [have] certainly not been any religious propaganda [activities]. It is important to bring to your attention that, apart from the fact that within the university, religious and political activities are basically prohibited, Engineer Davachi is a person of integrity and confidence and his involvement with such activities is out of the question. Until some time ago, Engineer Davachi was in charge of the Department of Prevention of Diseases within the Ministry of Agriculture; recently, according to the university’s by-laws, he was elected unanimously by the lecturers as the head of the faculty. With full knowledge of his background at hand, it is unlikely that any religious activities would take place within his jurisdiction, especially if such activities are against the established national religion.

With this introduction, please have an investigation conducted as to the identity of the complainant, and ask for proofs related to the [accuracy] of his statement. If it was done out of calumny, then he should be severely prosecuted and punished. If there is any basis to his claims, direct the university to take urgent action.

Head of the University, Dr. Siyasi
