Procedural synopsis: The plaintiff, in his application and the attachments thereto, has made a complaint to the Court of Administrative Justice against the National Veterinary Organization regarding its refusal to issue him a permit to practice veterinary medicine. He has clarified issues pertaining to this matter and requested that an appropriate verdict be issued. Upon receipt of the complaint and referral to this division, the complaint has been registered with the above file number and pleadings have been completed. The defendant, the National Veterinary Organization, has responded in its defense, numbered 44075-10/10/71.
The Sixteenth Division of the Court of Administrative Justice convened on the above date to consider the case, and after perusing the contents of the case and considering the recommendations of the court consultant, Mr. Nawrouzian, declares the end of the hearing and issues the verdict as follows:
In reference to the complaint of Dr. Jamshid Farsi against the National Veterinary Institute regarding its refusal to issue him a permit to practice veterinary medicine, file number 125/16/70, regardless of the belief of the above-named in the Baha'i sect. Given that the defendant, in its letter number -30479/217/9 [dated:] 9/8/1368 to the inspection team of the Ministry of Agriculture, has declared Bahaism an instrument of Zionism and America, the Court of Administrative Justice excuses itself from considering said political matter. At the present time, no miscarriage of justice is evident and the verdict is issued to reject the complaint. This verdict is final.
