With reference to letter number 4/7610 - [date:] 30/3/1361[20 June 1982], you are advised:

 

1- According to the fatwas issued by the majority of the [religious] authorities, such as Ayatollah Imam Khomeini, payments from the Treasury of the Islamic Republic of Iran to individuals who are affiliated with the perverse Baha’i sect are prohibited. Therefore, by virtue of the Human Resources and Medical and Health Services Bill, approved by the  Revolutionary Council of the Islamic Republic of Iran on 24/5/1358 [15 August 1979], having [an employment] relationship with and the payment of salaries to the above-mentioned individuals would be in conflict with the opinion of the learned.

 

2- By virtue of said Bill, there is no possibility of establishing [an employment] relationship with the aforementioned individuals, [and] it is not possible to certify their services; likewise, there is no legal provision for an exemption. [Therefore,] based on Section 5 of the Human Resources and Medical and Health Services Bill, educational institutions are prohibited from issuing certificates of educational qualification to those individuals.

 

3- To solve the current problem, the Ministry of Health has devised a solution which has been included in an amendment prepared by the Ministry.  The Ministry is planning to present this to the Cabinet.
