His Eminence Ayatollah Agha Mirza Muhammad Faiz,

We hereby acknowledge that, your telegram of 14 Bahman 1328 [3 February 1950] regarding the case of the murder of Dr. Berjis has been received at the court of His Imperial Majesty. Your honour no doubt agrees that if there were no ramifications for the shedding of blood, and if everyone acted as they wish, [engaging in the] shedding of the blood of others, then the established order of the society would be torn asunder and lost. Certainly those who seek reforms do not desire this [chaos], nor is it for the benefit of the nation and its people. Given that the investigation of serious matters such as murder are being stressed by luminous religion, it was necessary to issue orders in accordance with the established law of the Country, so as to thoroughly investigate and follow-up the case. Of course, once the matter has been resolved, the end result will be brought to your attention. Long may you enjoy an abundance of good days.

Prime Minister
