As you are aware, a group of provocative elements [has recently been] hampering the foundation of peace and tranquillity by taking advantage of religious differences. Every day, through provocations, [they] cause agitation, rebellion, robbery, assault, injury, and even murder.

To protect the country’s health and eradicate sources of corruption, the Ministry of the Interior was instructed to take necessary decisions and find solutions according to laws and regulations. Now, according to the reports received, all Governors General and Governors have been instructed through a coded telegraph to implement whatever they deem necessary for establishing security and safeguarding peace. [We have also] requested that Ministry, in order to assist in this matter, to provide necessary orders to the relevant authorities in the cities. It is appropriate you explain that, what actions have been taken by that Ministry, regarding the request of the Ministry of the Interior. Please forward a copy of the issued order for the information of the Prime Minister’s Office.
