On, 25/9/1318 [17 December 1939] the Baha’is had started construction in the garden (Hazíratu’l-Quds)[1] located on Shahpour Avenue, across from Alborz High School, for their gatherings, including the holding of meetings and religious celebrations. According to the explicit orders from the Office of His Imperial Secretariat regarding the prohibition of gatherings, demonstrations, or Baha’i activities all over the country, the construction of said building was stopped. Recently, they [the Baha’is] have restarted the construction of that building, and you are accordingly requested to provide written orders in relation to the course of action needed to be taken regarding construction of said building.
