The Honourable Islamic Republic of Iran Revolutionary Council,
This is to respectfully state that, as your honourable council is fully aware, from among the vast changes and revolutions that the world undergoes, as ordained by the Almighty Lord, the ones that are of a material nature cannot safeguard or guarantee the wellbeing of humanity; the reason is that the initiators of the material revolutions are motivated by their desire to attain their worldly gains, and even though such revolutions might seem to have success, they will eventually lead to evident loss. The underlying and generating impulse of all such oppressive and destructive revolutions is for mankind to turn towards the Sun of Truth and to “recognize things through their opposites”.
Although material revolutions seem to have prolonged power and dominion, the result is none other than destruction, disaster and the deprivation of the heavenly bounties, and such material revolutions will certainly be doomed to extinction. But the greatest event in the history of mankind is the revelation of the Prophets of God―that is to say, those Suns of Truth Who, during different times throughout history, have been raised up by virtue of the Will of the Unknowable Reality for the guidance of mankind. The purpose of the One True God—exalted be His glory—in raising Prophets has been to establish the oneness of God and to embody mankind with heavenly characteristics, in such wise that all peoples may deal with one another with the utmost love and harmony.
It is an unquestionable fact that the content of the Divine Commandments that have been revealed in the sacred Books from the heaven of the Divine Will consists of the heavenly ordinances and instructions that summon mankind to the straight path according to the requirements of the time, so that by implementing the heavenly commandments in their lives, people may be trained and educated with understanding and knowledge, and may become the cause of the wellbeing of themselves and others. Obviously, if man refuses to comply with the weighty laws and precepts laid down by God, the result will be the loss of this world and the hereafter. “But whoever turns away from My Reminder will certainly have a miserable life.”
Through the will of God, the movement and the rise of the Islamic Republic of Iran, which has the establishment of divine civilization as its supreme and ultimate objective, has taken place. Now, among the unfailing duties of the Islamic Republic of Iran is the implementation of Islamic justice with the purpose of safeguarding the rights of the citizens of the country with no discrimination. That is to say, it must execute the true meaning of the unfailing verses of the Quran in order to be able to edify the souls of men. Any deviation from this spiritual principle, and turning towards the material aspects of the revolution, will surely cause damage and harm to be inflicted upon this religious revolution.
The religions of God impel mankind to hold fast to that which is good and to shun all evil, and if material conflict and dissension penetrates a spiritual movement, people will, in fact, become deprived of turning to the Almighty Lord, because as long as the peace and tranquillity of the soul is not achieved, achieving physical tranquillity is an impossibility. The evident fact is that various religions and sects always exist in a society, and in the Holy Book, the One True God—exalted be His glory—has not sanctioned attack on and contention with the belief of others. Other than the fact that the reason for such an injunction is based on Islamic justice, actually any attack on the spiritual beliefs of individuals will never deter them from their heartfelt belief. This fact is well proven throughout the history of mankind. The One True God—exalted be His glory—has stated in verse 107  of the surah [chapter] of Yunus [Jonah]: “Say, ‘O Prophet, O humanity! The truth has surely come to you from your Lord. So whoever chooses to be guided, it is only for their own good. And whoever chooses to stray, it is only to their own loss. And I am not a keeper over you.” With such a firm, divine ordinance, how can a devout Muslim voice his protest against the spiritual beliefs of others, and act contrary to such an inscrutable decree?
At the beginning of the revolution of the Islamic Republic of Iran, the supreme leader of the revolution, as well as other grand ayatollahs, announced through the mass media that the rights of religious minorities, and even the minorities that are not recognized by this Islamic movement, are safe from any attack, according to the following firm and conclusive verses: “Let there be no compulsion in religion…” and “You have your way, and I have my way”, and that in all the aspects of their lives they should enjoy the same rights as their fellow citizens. But it is now left unclear why, after the establishment of the Islamic Revolution, certain fanatical and malicious individuals who regard themselves as devout Muslims have ignored the significance of these perspicuous divine verses, the implementation of which is the bounden duty of every upright Muslim, and have not held back from [using] every means to murder, harass, harm, and persecute the members of the Baha’i minority religion, and to loot, destroy, set fire to and confiscate the properties and belongings of the followers of this religion―which is the largest religious minority in Iran―who believe in the validity of the Prophet Muhammad (PBUH), the Seal of the Prophets and the blessed Imams Who were His rightful chosen ones and disciples.
These cruelties are intensifying day by day, and have reached a stage where the Baha’is have been deprived of their civil and social rights, have been dismissed from working in government offices, and have been denied their retirement pensions, which are the right of every civil servant. Even the Baha’i cemeteries in Tehran and other cities, where Baha’is have been burying their dead for over 70 years, have been confiscated, and the burial of the dead has become prohibited. In Tehran, an ambulance carrying a corpse was seized by the Mostazafan Foundation, requesting the fare as well as the rent for the cemetery land, which, according to religious law, is not under ownership; their excuse being that the properties of the Omana Company, that were Baha’i properties, had now been confiscated. Furthermore, the executive branch of the government of the Islamic Republic of Iran has effectively approved these illegal actions that are against the resplendent law, and have deprived the Baha’is of all social rights due to their adherence to the Baha’i Faith.
Based on the firm and conclusive Quranic verses that we quoted above, as well as the blessed verse, “O believers! Stand firm for Allah and bear true testimony. Do not let the hatred of a people lead you to injustice. Be just! That is closer to righteousness. And be mindful of Allah. Surely Allah is All-Aware of what you do”, and also, “We have sent you ‘O Prophet’ only as a mercy for the whole world”, for the purpose of the safeguarding of the international prestige of the Islamic Republic of Iran, we hereby appeal to that supreme council, which is the executor of the laws of the holy Quran, and is the guardian and protector of the constitutional law of the Islamic Republic, to issue strict orders for the removal and the resolution of the cruelties inflicted upon the wronged Baha’is, who have no other aim but the good pleasure of God, fellowship with all the peoples of the world, and the unfoldment and establishment of human and divine principles, and who are righteous citizens of the Islamic Republic.
It is evident that an Islamic country must abide by the divine principles, and also be the executor of its constitutional law, specifically articles 14, 19, 20 and 23, so that malicious individuals will not be able to [disobey] the ordinances of God for their own personal interests and intentions, or to withhold the implementation of the law of the land and the principles of human rights and international conventions. The prolongation of these unseemly acts is contrary to the standards of Islamic, divine and legal justice, and will become the cause of the success of the opponents in achieving their corrupt and covert intentions.
One of the baseless attacks upon the Baha’is has been the actions of a few individuals who were known in the previous regime as being affiliated with the Baha’i community. Based on the blessed Quranic verse “They state that no soul burdened with sin will bear the burden of another”, such attacks have no legal [sanction] and no religious standing; for, according to the laws of the Baha’i Faith, a Baha’i is utterly prohibited from interfering in political matters, and must adorn himself with goodly deeds, and even avoid any repugnant act.
It is obvious that for anyone who acts contrary to the divine commandments and social/human laws, no matter what name he calls himself, that would be an unbefitting name, and this unreasonable criticism cannot justify the denial of the social rights of the Baha’is. If we consider the history of the sacred Sharia of Islam, it will be seen that, during the start of Islam, certain individuals from among the religious judges and those invested with authority who were occupying the seat of power and Islamic justice, issued the death sentence of the prince of the saints, the rightful imam of His Holiness, Husayn ibn Ali―thousands of greetings and praise rest upon him―who was the great leader of the army of God during the devastating event of Karbala. Would it be possible to refer to such individuals, who are certainly regarded as the enemies of the Sharia of God, as Muslims? By God, it would not.
The One True God reveals in the Holy Quran: “Do not think, O Prophet, that Allah is unaware of what the wrongdoers do. He only delays them until a Day when their eyes will stare in horror.”
It is our hope that these statements, which are all based on the commandments of God, and rely on the principles stated in the constitutional law of the Islamic Republic of Iran, will receive attention and be accepted, and that emphatic instructions, according to divine standards and social and human principles, will be issued for the elimination of the persecution of the Baha’is, thus bringing hope to their hearts.
