Referring to communication number 11269 of 23 Shahrivar 1323 [14 September 1944] regarding the recent telegram from [the City of] Gorgan, concerning the complaint of the Baha’is of that place, we inform Your Excellency that:


According to the investigation conducted by the Governorate of Gorgan, such incidents are the results of the open religious activities of the Baha’is, which leads to provocation of the inhabitants. The local Governorate has instructed the local police headquarters to notify the Baha’is to refrain from distributing announcements and [holding] religious demonstrations. In order to prevent any kind of disorder, the disciplinary officers have been instructed to take effective [strict] measures.
