According to letter number M5254 [dated:]7/1/1345 [27 March 1966] of the Office of Personnel t of [this] Ministry and letter number M/14 [dated:]14/2/1345 [4 May 1966] of the Department of Education of Bojnord, which I received as an enclosure to letter number M/149 [dated:] 28/2/1345 [18 May 1966] of the Department of Education for Khorasan, [I] contacted the confidential office of the Department of Education of Khorasan, and perused the [employment] application of Dr. Ghodratollah Vosough, Head of Health Services for the Training Institutes for Bojnord, who identified himself a Baha’i and a follower of the Baha’i religion in the application, and who, in his own handwriting and signature, admitted to and confirms that he is a Baha’i.

With respect to letter number M/4910 [dated:] 23/12/1344 [14 March 1966] of the Office of Personnel of the Confidential Branch of the Ministry of Education regarding  employees who are accused of adherence to the Baha'i sect, and which states:

Pursuant to Clause 2, Article 4, of the Public Services Employment Act —in general [all employees] and, in particular, permanent employees of the Department of Education—, must meet certain conditions including “have no convictions [against them] or no corrupt ideas or beliefs, or no reputation for immoral conduct and immoral behaviour”.  Article 8 of the aforementioned Act stipulates: “enforcing a [particular] political view in [performance of] office-related tasks, and propagating against the official religion of the country, and/or against the national government is strictly forbidden, and shall result in [summary] dismissal.”  Article 7 also explicitly asserts:

“Those who enter into public service employment, must in accordance with official religious traditions, take an oath of allegiance that they will not betray the country, the people, or the national interest.”  Article 1 of the Amendments to the Constitution stipulates:  “The official religion of Iran is Islam and its Jafari school of Twelver [Imam]” and in accordance with the above law the instruction issued by the Office of the Prime Minister, number 7682- [dated:] 24/4/1334 [16 July 1955] states:  “Employees who are known for their immoral behaviour or seem to adhere to religions that are not recognized in the Constitution must be terminated from governmental employment.  Thus, those who insist on their adherence to the Baha'i religion must be dismissed from [their] employment.”

In accordance with the foregoing, and in consideration of the fact that education is of the utmost importance, and those in the educational institutions must be faithful Muslims, and [the fact] that Dr. Ghodratollah Vosough, who admitted to his affiliation with Bahaism in his [employment] application, and whose adherence to Baha’i [Faith] is thus proven, does not meet the conditions for employment  and his continued [employment] in educational institutions would tarnish the good name of teachers and academics and would provoke anger and suspicion amongst community toward the educational institutions; accordingly, continuation of the employment of the above-named is not in the best interests of the Ministry of Education, nor of local educational institutions, nor in his own interest.  Therefore, in accordance with the above-mentioned laws we recommend that Dr. Vosough be dismissed from employment.
