How does Khalkhali plan to inject people with Islam?

…The Islamic Revolutionary Guards, after committing so many heinous and horrible acts, which resemble those of the German Nazis, arrested Mr. Vojdani—(not a Muslim). They took him to the Islamic Revolutionary Committee (Court), previously known as the Youth House, and after placing him under severe torture, Mr. Khalkhali offered to pay him 500,000 tumans to recant his Faith, to avoid imminent execution, by saying [the verse for new believers in Islam], to convert himself as a Muslim.

Mr. Vojdani refused to do so, stating that he not only did not have that sum to save his life, but also would never convert to Islam, and that he preferred the execution, if Islam were like that. He was executed along with two other workers; one was working in dam construction and the other one in building construction.

They wrote and announced in the newspapers, with much propaganda, that:  “Three members of the Democratic Party (the leftist party of Kurdistan) were executed.”
