Opinions and Reflection

[Mr.] Raum and the Baha’is of Mashhad

It is being reported that Mr. Raum, the governor general of Khorasan, supports and backs up the Baha’is, in the religious and holy city of Mashhad, and that the slightest violation of civil or religious laws might create a disastrous outcome. I want to ask the authorities whether Mr. Raum has been commissioned, or is he acting of his own accord? If, as a result of such action, some [unpleasant] events occur, who will be responsible?
